Convert image from jpg/png to webp

Reads image rows from Google Sheets, converts each JPG/PNG to WebP via API, and uploads results to Google Drive.

On manual trigger, calls an HTTP API and uploads the retrieved files to Google Drive.

On manual run, detects image labels with AWS Rekognition, enriches them via HTTP, and writes results to Google Sheets.
